You can download the current AppImage from here. But for now you can use the new GUI version to operate on your video files. They are for the deprecated mplayer/mencoder/ffmpeg command line and for mkvmerge's scripting API.
In all mkvmerge versions the command-line tools are only there for compatibility reasons with existing video software, they aren't used any more.
